WCAG 2.1 Level AA Criteria for Higher Education

1.1.1 - Text Alternatives
WCAG 2.1 Level A (1.1.1)
All non-text content (images, charts, diagrams) must have text alternatives.
1.3.1 - Info and Relationships
WCAG 2.1 Level A (1.3.1)
Document structure (headings, lists, tables) must be semantic, not just visual.
1.4.3 - Contrast (Minimum)
WCAG 2.1 Level AA (1.4.3)
Text must have contrast ratio of at least 4.5:1 (3:1 for large text).
1.4.5 - Images of Text

Use actual text instead of images of text (except logos).
2.1.1 - Keyboard

All functionality must be accessible via keyboard.
2.4.2 - Page Titled

Web pages must have descriptive titles.
2.4.6 - Headings and Labels

Headings and labels must describe topic or purpose.
3.1.1 - Language of Page
WCAG 2.1 Level A (3.1.1)
Page language must be programmatically identified.
3.2.3 - Consistent Navigation
WCAG 2.1 Level AA (3.2.3)
Navigation must be consistent across pages.
4.1.2 - Name, Role, Value
WCAG 2.1 Level A (4.1.2)
UI components must have programmatically determinable name, role, and value.
