DDA 1992 and DSE 2005: Accessibility Planning for Australian Universities
Distinguish Australian disability-law obligations from technical standards and US deadlines. Plan consultation, accessible teaching material, verification and unresolved work.
Australian university accessibility planning starts with Australian law and the needs of students. It should not import a US web-rule deadline or assume that a scanner score settles an institution's obligations.
DDA and DSE are related but distinct
The Disability Discrimination Act 1992 provides Australia's broader disability-discrimination framework. The Disability Standards for Education 2005 clarify education providers' obligations in relation to students with disability, including access and participation on the same basis as other students.
Consultation and reasonable adjustments form part of the educational context. The appropriate response depends on the student's needs, the activity and the relevant provisions. Disability services and the institution's responsible legal and policy teams should be involved in consequential decisions.
The US ADA Title II 2027/2028 web compliance dates do not set a deadline for Australian universities under the DDA or DSE.
Technical standards support the work
WCAG and standards such as AS EN 301 549 can inform technical evaluation or be required by particular policies and contracts. They are not interchangeable with the DDA or DSE. Confirm which version and scope the institution has adopted rather than presenting a standard as a universal statutory requirement for every Australian university.
For course material, review structure, reading order, meaningful descriptions, mathematical content and relevant media requirements. A passing automated check does not establish that a student can complete the intended task.
Plan consultation and remediation
Inventory active teaching content and reported barriers. Record responsible owners and source availability. Agree adjustments and interim access with the relevant student-support team, while addressing underlying inaccessible content. Request accessible publisher material and escalate unresolved barriers.
An illustrative university could begin with eight faculties and an inventory of PDFs, slides and LaTeX projects. That is a planning assumption, not a reported customer outcome. Use representative material to measure remediation, review and specialist effort.
Aelira Core v0.9.11 is beta. Supported workflows can detect issues, suggest changes and apply eligible partial fixes. Other findings need manual work, and some inputs may not produce a downloadable remediated artifact. Review the actual saved file, its recorded fixes and its unresolved findings. An automated score does not establish WCAG conformance.
Handle complaints using verified information
Maintain a clear process for receiving concerns, responding and recording agreed actions. If describing an AHRC complaint or outcome, cite the actual public source and distinguish allegations from findings or agreements. This article does not establish complaint prevalence, average settlement costs, funding consequences or registration outcomes.
Budget the full workflow
Include staff time, consultation, authoring, review, infrastructure and unresolved specialist work. Salaried faculty time is still a resource cost. Evaluate options using current written quotes and evidence from your own pilot.
The self-hosted software is free and open source. Paid services cover support or managed hosting. Operational allowances, provider charges and service commitments depend on the chosen deployment and written terms; free software does not mean unlimited processing or zero operating cost. Use current US pricing or current Australian pricing, and obtain a written pilot quote covering continuation terms.
