How Much Does PDF Remediation Cost for a University?

Budget PDF remediation using representative document trials, local staff costs and written quotes. Complexity and review requirements determine cost.

PDF remediation cost depends on the source, complexity, volume and acceptance checks. A short clean document and a scanned course pack with mathematics and tables are different jobs. This article does not provide a verified universal market rate or Aelira savings benchmark.

Define the deliverable

State whether the work includes OCR correction, structure tags, reading order, table relationships, meaningful descriptions, forms and validation. Include content-preservation and manual-check requirements. Identify which difficult cases must be recreated from source or assigned to specialists.

Estimate from actual work

Select authorized files representing the inventory. Measure preparation, remediation, review, corrections and publishing, including failed processing and manual fallback. For internal work, multiply hours by the institution's loaded staff cost and add training, tools and infrastructure.

For outsourced work, obtain a written quote specifying page/document counting, complexity, revisions, delivery time and acceptance evidence. Compare quotes on the same scope rather than applying an unsupported per-page range.

Use a transparent assumption model

For illustration only, 200 documents at an assumed one staff hour each require 200 hours. At an assumed loaded rate of $50 per hour, labor is $10,000 before software, infrastructure and other expenses. These figures are not provider pricing or measured results; replace them with local data.

Include ongoing work

Budget for new content, accessible templates, faculty support and reporting. Evaluate assistance against total time to an accepted file; fast processing alone does not establish a reduction in program cost.

Aelira Core is beta software. Supported workflows can apply eligible partial fixes and record outcomes, but some inputs need manual work or cannot produce a downloadable remediated file. Review the actual saved output, unresolved findings and content preservation before publication. Automated scores describe implemented checks rather than accessibility conformance. Inspect the public source and release documentation and evaluate a representative authorized sample before planning a rollout.

Use current US pricing or Australian pricing and a written quote for Aelira services. Core's open-source license does not mean infrastructure, provider usage and human review have zero cost.

The DOJ Title II rule sets WCAG 2.1 Level AA requirements for covered state and local government web content and mobile apps, subject to the rule's scope and exceptions. The April 2026 IFR extends the dates to April 26, 2027 for public entities with a population of 50,000 or more and April 26, 2028 for smaller public entities and special district governments. Determine the institution's cohort using DOJ's population rules; enrollment and federal funding alone do not determine it. Existing accessibility obligations continue before those dates.
