ADA Title II Web Accessibility Dates: Is Your Public University Ready?

Public universities preparing for the ADA Title II web rule need to know which date and content scope apply to them before choosing a remediation schedule.

Which deadline applies?

The DOJ's Title II web rule applies to state and local government entities, including public universities. The April 2026 Interim Final Rule extended compliance dates to April 26, 2027 for public entities with populations of 50,000 or more, and April 26, 2028 for smaller entities and special district governments. These are population cohorts under the rule, not student-enrollment thresholds. Federal funding alone does not make a private university a Title II public entity; other disability laws may apply.

WCAG 2.1 Level AA is the rule's technical standard for covered web content and mobile apps. Its exceptions and other provisions require a content-specific assessment. Existing obligations for effective communication and equal access continue; the extension does not suspend them.

Inventory the material students actually need

List active readings, slides, assessments, videos, diagrams, websites and LMS tasks. Record source availability and responsible owners. Identify reported access barriers and material needed for upcoming teaching. No published Aelira study establishes that a fixed percentage of university course material is inaccessible.

An automated scan can find some issues, such as missing metadata or descriptions. It cannot establish every applicable criterion or whether a student can complete a task. Include manual checks and representative assistive-technology testing in the plan.

Evaluate tools on delivered results

Aelira Core v0.9.11 is beta. Supported workflows can detect issues, suggest changes and apply eligible partial fixes. Other findings need manual work, and some inputs may not produce a downloadable remediated artifact. Review the actual saved file, its recorded fixes and its unresolved findings. An automated score does not establish WCAG conformance.

For PDFs and slides, inspect structure, order and content preservation. For mathematical exports, compare symbols, relationships and references with the source. For captions, check the actual recording, timing, speaker changes and meaningful audio. Do not treat the existence of captions as proof that a video is accessible.

An illustrative department plan

Assume a department has 1,500 PDFs, 300 slide decks and 200 LaTeX projects. These are hypothetical workload inputs, not a customer outcome. Select a representative sample, measure processing and review effort, and record unresolved files before estimating the full schedule. Throughput alone does not establish conformance.

Assign staff for remediation and specialist review. Create accessible templates for new content, request source files from authors and publishers, and agree how students receive appropriate access while work remains open.

Budget and track the work

The self-hosted software is free and open source. Paid services cover support or managed hosting. Operational allowances, provider charges and service commitments depend on the chosen deployment and written terms; free software does not mean unlimited processing or zero operating cost. Use current US pricing or current Australian pricing, and obtain a written pilot quote covering continuation terms.

Report verified outputs, unresolved barriers, staff capacity and the limitations of the checks used. A completion date should follow that evidence rather than a marketing accuracy or savings percentage.
