The April 2026 ADA Deadline Was Extended — What Universities Should Do Now

The April 2026 IFR extends Title II dates to April 26, 2027 and April 26, 2028 by population cohort. It changes dates, not a prescribed remediation method.

The April 20, 2026 Interim Final Rule extends the DOJ Title II web and mobile-app compliance dates. It does not prescribe a new human-review method or approve a particular AI product.

The DOJ Title II rule sets WCAG 2.1 Level AA requirements for covered state and local government web content and mobile apps, subject to the rule's scope and exceptions. The April 2026 IFR extends the dates to April 26, 2027 for public entities with a population of 50,000 or more and April 26, 2028 for smaller public entities and special district governments. Determine the institution's cohort using DOJ's population rules; enrollment and federal funding alone do not determine it. Existing accessibility obligations continue before those dates.

What the extension means for planning

Confirm the public entity's cohort and applicable content scope with institutional counsel. The date for entities with a population of 50,000 or more moved from April 24, 2026 to April 26, 2027. The date for smaller entities and special district governments moved from April 26, 2027 to April 26, 2028.

The technical standard remains WCAG 2.1 Level AA. The rule includes specific exceptions and conditions; do not treat the dates as applying automatically to every private institution or to Australian DDA/DSE obligations.

Use the available time for concrete work

Inventory current material, identify known barriers and urgent student tasks, assign owners and measure the workload. Obtain better sources or publisher alternatives where possible. Plan remediation, manual checks, deployment testing, training and new-content prevention. Include a realistic verification buffer based on the actual schedule rather than a universal six-month requirement.

Keep evidence without treating a plan as compliance

Record sources, findings, changes, reviews and unresolved work. A documented plan can support governance, but it does not suspend existing obligations or guarantee a favorable complaint outcome. Enforcement and remedies are not limited to one complaint sequence; applicable agencies and courts assess the circumstances.

Evaluate technology with its limits

The IFR discusses difficulties in reliable automated remediation at scale. That observation is distinct from mandating or endorsing a specific hybrid workflow. Use representative authorized inputs to assess actual acceptance time, failures, unsupported cases and human-review requirements.

Aelira Core is beta software. Supported workflows can apply eligible partial fixes and record outcomes, but some inputs need manual work or cannot produce a downloadable remediated file. Review the actual saved output, unresolved findings and content preservation before publication. Automated scores describe implemented checks rather than accessibility conformance. Inspect the public source and release documentation and evaluate a representative authorized sample before planning a rollout.
